Andy Rongaus is a native and resident of Chester County where he resides with his wife and three children. Andy grew up in West Chester and attended St. Agnes School and Devon Prep. He earned a bachelor’s degree in Accounting from Villanova University in 1998 and is a 2001 graduate of the Villanova University School of Law.

He has spent his career protecting our community as a prosecutor, government lawyer and volunteer firefighter. Andy is an experienced litigator, with over twenty years of experience as a government attorney in the criminal and civil practice areas. Andy has been a volunteer firefighter since he was sixteen years old and currently is the President of the First West Chester Fire Company.

Andy grew up in Chester County and shares our values. Andy, his wife Rachel, and three kids are active members of our community. He has the legal education, experience and judicial temperament to continue to protect Chester County as a Judge for the Court of Common Pleas.

Andy is skilled litigator and trial attorney and has handled over sixty five jury trials to verdict in Pennsylvania’s Federal and State Courts. He has practiced in forty two of the Courts of Common Pleas in Pennsylvania’s 60 Judicial Districts and in all three United States District Courts in Pennsylvania.

A career of public service

With over twenty years’ experience as a state prosecutor and government attorney in the criminal and civil practice areas, Andy has held some of the highest executive positions in Pennsylvania law enforcement, including Deputy Chief Counsel for the Pennsylvania State Police, and Chief Deputy Attorney General for the Pennsylvania Office of Attorney General in Narcotics and Drug Law Enforcement. Andy has also served our community as a volunteer firefighter for over thirty years.

A community leader

Andy believes in being connected with the community he serves. A life long Chester County resident, Andy has been a volunteer fire fighter with the First West Chester Fire Company for over thirty years and currently serves as Company President. He is active in his church, Scouting, and a volunteer coach in various local community sports with his children. In 2022, Andy was awarded the VISTA Leadership Megastar award by Chester County Council and VISTA today.

Currently, Andy is a partner in the Chester Springs office of Siana Law. He concentrates his practice on civil rights defense of law enforcement officers and government officials and employment law. He earned his bachelor’s degree in Accounting from Villanova University in 1998 and is a 2001 graduate of the Villanova University School of Law. He focuses his practice in litigation involving the defense of law enforcement officers and government officials in civil rights and Labor / Employment law cases. Andy also brings all this experience to provide guidance to municipal law enforcement agencies in police operations, administrative polices, discipline matters and internal investigations. 

Andy is a featured speaker on municipal law and civil litigation and employment law topics for the Pennsylvania State Association of Township Supervisors, the Pennsylvania State Borough’s Association and the Pennsylvania Integrated Risk Municipal Association.

In his role as Chief Deputy Attorney General with the Pennsylvania Office of Attorney General and Deputy Chief Counsel for the Pennsylvania State Police, Andy was a frequent lecturer at the Pennsylvania State Police Academy on various legal issues, including legal updates, search and seizure and criminal procedure. Andy is also considered a leading expert in Pennsylvania’s Wiretapping and Electronic Surveillance Act and is a frequent lecturer on the subject.

In October of 2022, Andy was a featured speaker at the Pennsylvania Auto Theft Task Force Association’s annual conference where he discussed the use of advanced investigative techniques using the Electronic Surveillance and Wiretapping Act.
